Job Summary Implements and administers one or more of the following environmental programs: hydrology, air pollution control, ground and waste water management, environmental remediation, hazardous and radiological waste management, sustainability, ecology, environmental chemistry, environmental planning and analysis (National Environmental Policy Act).

Develops and implements environmental policy. Understands the technical aspects and political implications of regulations and determines the best approaches for compliance for a wide variety of operations. Interfaces with researchers and operations staff and management to achieve program efficiency and success while meeting regulatory requirements.

Job Specifications This position is for an ES&H Coordinator who will support ES&H performance and compliance activities. The operations that will be supported include activity-level work in the field, in labs and in operational settings as well as office-type work.

Primary Job Duties

• Participate in management surveillance activities.

• Provide technical assistance to help customers meet ES&H requirements including safety case reviews and Work Planning and Control implementation.

• Communicate changes in policies and requirements; create and share lessons learned and best practices with customers and coordinator community.

• Ensure root cause analyses (RCA's) and occurrence reporting are completed when required.

• Assist Sandia Designated Representatives and contractors through the Contractor Site Safety

Plan {CSSP) process.

• Document significant information in specific corporate repositories.

• Report non-compliances and concerns from customers to appropriate management personnel and appropriate ES&H organization.

• Provide support during ES&H audits and assessments.

• Engage Subject Matter Experts for appropriate activities (e.g. electrical, chemical, hazardous waste, radioactive materials, etc.)

• Coordinate the collection and sharing of safety performance data at management and staff level meetings and engage in discussions of issues and requirements impacting the organization.

• Communicate problems and concerns from the staff and management to the division ES&H

office, ES&H Committees and appropriate Sandia or external organizations.

Knowledge, Skills, Ability Technical knowledge and competencies appropriate to the position such as ES&H policy, work planning, and hazard identification and control.

Ability to interpret and apply relevant ES&H professional standards, including, but not limited to DOE worker safety and health, OSHA, NFPA, EPA,ISO and Environmental Management System standards.

Demonstrated ability to team between multiple disciplines.

Excellent writing, editing and presentation skills and excellent customer interface skills. Skill in researching and obtaining information and in preparing reports and presentations.

Ability to work effectively in a team environment and interact with all levels of internal and external personnel, including ability to network with senior technical and managerial personnel.

Demonstrated ability to organize, prioritize and follow through to completion multiple tasks, often under strict deadlines, frequent interruptions and changing priorities.

Well-developed analytical skills.

Experience integrating ES&H requirements into operations, including the ability to identify unique work hazards and operating conditions, occupational safety practices, operating configuration, and lockout and tag out policies and procedures.

Awareness of and experience with quality assurance activities, including system and performance audits, recommending and implementing corrective actions, providing thorough and accurate documentation of technical and statistical reports, and ensuring quality assurance compliance.

Thorough knowledge of the regulatory and contractual processes and the SNL tools available for the disposition of nonconformance and noncompliance.

Experience establishing and monitoring performance goals, targets, objectives, and milestones.

Experience planning and conducting investigations, assessments, and causal analyses that lead to effective and efficient solutions.

Ability to work with and counsel staff and management and to engage ES&H subject matter experts to improve environmental, safety, and health performance.

Minimum Qualifications (Required) Bachelor's degree in technical STEM or ES&H discipline

• Relevant work experience as an alternative to degree (per SNL HR formula)

• Experience recognizing, evaluating, and controlling hazards

• Demonstrated excellent verbal and written communication skills

• Demonstrated ability to meet and adapt to changing deadlines and priorities

• Ability to obtain and maintain a DOE Q-level security clearance.

Preferred Qualifications (Desired) Master’s degree in technical STEM or ES&H discipline

• Professional certification in a relevant discipline (e.g. Certified Safety Professional)

• Demonstrated project management skills and experience

• Previous experience as an ES&H professional

• Familiarity with OSHA or other regulatory discipline

• Accident investigation experience

• Demonstrated experience facilitating root cause analyses

• Lean six sigma, ISO, or equivalent quality experience

• Previous experience at a Department of Energy or Research and Development facility
